The age old process of performance...Sometimes the best start is the safest start. Start first by updating tyres to something decent, so then you can travel faster whilst still being standard setup, secondly if you go fast you want to stop..and a major diff is braided lines, get the full system and they come cheap off ebay..i went the goodridge way..then after that budget on how far you want to go..as smaller things/budget makes close enough diff to ppl that go all the way.I went sprockets first with a new chain 14t front 38t rear..yet again still standard of a bike and the sprockets made a noted diff..and lastly i bought a twin carbon 1/2 system off ebay for $600Au.. if you look at my dyno runs and compare it to the guys with the full systems, airbox mod, rejetting etc its not that much diff and then more $$$ in your pocket for other things.. My theory is well if i spend too much on my bike then i may as well by a cbr600rr which with no mods will beat a 400 (if they are lucky ), and handle better etc. only drawback is insurance being more :(
and thats going by the worth of a rvf400 in NSW Australia, here they sell standard 9000Au where a cbr 600RR 07 model NEW 14,000 so cost of mods, mechanics bills, dyno runs later max 70bhp vs cbr600rr 108bhp (thats for those in the UK that may argue the pricing and the not so close cost of a cbr compared to a rvf)
so keep it all in mind and keep prospective of what you want to achieve..sometimes simple is best, but then again if you have the $$$ go for it...carbon airbox, rejetting etc Im the safety first kinda guy to modifying 
btw not sure of where you are here in Oz but im in sydney and i travel/use the guys in Caringbah RB Imports..these guys know everything about a rvf, as they a)sell them B)race them on the track also and carry all parts needed, other then them use ebay.co.uk and get the parts shipped here, be wary of parts from China/Hong Kong though.. finding/knowing a good mechanic is key point as not many ppl know of the rvf400 here
